The other commets all make sense. Pin 27 needs to be pulled high for the
128 to work. (pin 27: 128: /PGM 256: A14) i.e. A single load must be
loaded high on the 256.
>From your comments I will assume that A14 is either not connected to the
MEMCAL, or it is tied high, or this memory space is unused by the micro.
All of which solve this small problem.
