Too many BCCs, too few mask ids

In the "same scan id" cases, often the PROM size, engine type, ECM
number, and so on might be different.  In the above example, its safe so
say that the carburetor chip is 1Kbytes while the '730 is 16K or
32Kbytes.  However, I don't have a definitive correlation between all
these variables.

An example of the possible confusion:  A '730 bin can be either 16K or
32K.  Some specific applications can have three (or more) different
masks (because of all the 2.8 MPFI updates).  Some '730 masks are used
for multiple engines.  The '727 ECM shares a lot of these masks.  So, I
can't group on any one of these items.

I have several ideas that I'm kicking around - but I'm interested in
what the group might come up with.
