Heres a quote from Ford's VP of research:

"... 
Why 42 volts? First of all, to the consumer,
it will be perceived as 36 volts (just as
today's 14-volt system is perceived as 12
volts), because that's the size the primary
battery will be. Peak voltage in such a
system would never exceed 58 volts, and
that's the limiting number; 60 volts has
been established as a global maximum
level for automotive applications,
considering all safety aspects, including
accidental shock hazard.
