Sounds like you either need, or need to replace the pressure vent valve.
On GM cars, they have a valve that is connected to a hose that goes to
the top of the tank. This valve will both release pressure or vacum as
needed. This occurs within only a few psi differential of ambient. The
valve is nothing fancy, just a plastic piece that sits close to the tank
under the car, kinda' mushroom shaped.
