VE and BLM cell edges

Yup toldya.  admittedly I would not have known that if I didn't mess my own
conversion up for a few minutes (mag vss bit in 730 in a 165 car) there is
something inside the error-24 (vss) code that disables learning, but I didnt
go so far as to see where it locks in cell 4.
