[Gmecm] Converting eprom to eeprom problem

Vcc is my high signal, and CE was my low. I think CE is a problem too, but I
don't see sig ground on the pinout. Is that just another word for the GND
pin? If yes, does GND really supply a low signal, or will it require other
components to complete? What components will I need?
