I think the signal to thr FPR is correct, but thinking about the other
pipework, if the return line to the fuel tank was restricted, then would
this also produce an above normal pressure and hence rich condition?

So, if the new pipework is suspect, then the signal may not be relayed
to the FPR properly? This would result in above normal pressure and
a rich condition as you describe.
