I'd be tempted to run what model aeroplanes use - a clunk-tank. The pickup
pipe is flexible, fairly long, and mounted halfway up the side of the tank.
On the end of it is a hollow weight that 'clunks' to wherever the fuel goes,
and the fuel can be pumped from there?
