[Diy_efi] Fixed frequency PWM batch mode FI

The original Holley Pro-jection system, analog controller and throttle
body injector, worked like this, or at least mine did. They also used
PWM to the fuel pump. In case anybody doesn't know, the original
Pro-jections didn't work very well, had real dynamic range problems.
