Actually it isn't. RPM cancels out lower in the function. If you have
a VE of X, you don't change the PW just because the rpm changes. The pw
is tied to MAP and VE, not RPM. You just squirt more X millisecond
shots. RPM is used to derive air mass and then is canceled out later.
