Legally, no but the pressure/temperature curve is very similar.  Propane is
slightly more efficient than R12 air conditioning temps.  I have been using
propane in non automotive aplications for years.  My geothermal heat pump at
my house is using it.

Same safety issues as using it in heating applications in an RV.  Probably
as safe or safer than the fuel system in a car.
