That is partially true because BOTH R12 and R134a are ozone depleting.  Non
ozone depleting second generation refrigerants do not need EPA approval.
Some of the replacements are non ozone depleting and therefore don't need
EPA approval.  Of course that doesn't mean they are any good.   Some are
pure junk, some are good , and some are very good.
