This is incorrect. The 1991 Corvette had the 1227727 ECM, not the 1227165. 
1989 was the last year for the 1227165 in any TPI V8. Its not even close to 
being the same ECM so you can't swap PROMs period.

The year is always on the PROM. If they are going to fail you on emissions 
due to the date of your PROM, they are just nit picking. If the ECM matches 
the engine year (1989) then the system will work fine as a 1989 system if you 
have all the emissions devices connected. If the emissions folks insist that 
your engine be newer than 1991 or equal, then you are either screwed or you 
have a lot of work ahead of you to convert the harness and all the other 
systems over to 1991 specs.
