As for the manifold issue, the cheapest TPI alternative I've found (mostly
new stuff) is the Accel Pro Ram, if you already have a TPI setup to work
with (as in sensors, injectors and stuff). The manifold is $435 w/ fuel
rails, then you need a throttle body setup. I was able to find a used
Holley 4 barrel throttle body for $350 on ebay. (The new Accel throttle
body for the ProRam is ~$500.) That's approx $1000, but grows as you add
lines and fittings to plumb it all in (and $75 for the AFPR.) I lucked out
and scored 2 throttle bodies for $365 and sold 1 of them for $350, so my
tuned port exchange is on the cheap. Happy to share what I've done so far
if interested, but it's not on the car yet. (Distracted by a blown LT1
project.)

I did this to a 68 Camaro and the price tag gets
pretty big if you go after an Accel, Holley or Fast
system. Stock GM stuff you can buy the scanning tools
from tunercat or a few others that slip my mind.
Early TPIs 86 to I think 89 have MAF sensors, which
are more forgiving to cam and CID changes, but if room
is an issue they are a pain, I put an 86 TPI in a
truck and I had too be pretty creative on how to miss
the fan shroud.
If your on a budget remember that you need a HP fuel
pump/filer, a return fuel line, pressure regulator...
like I said it is expensive, but they sure run nice
once you have it dialed in.
