This is true of any EFI system, open- or closed-loop. 
Keep in mind that except for lean cruise and (on some
some ECUs) idle, the ECU never goes into closed-loop
mode.  Open-loop fuel maps and all spark maps would
need development by someone through trial and error
(dyno runs, actual driving, etc.)
