New way to tune GM VE tables?

I have written a website describing what I think would be a way to tune the 
VE tables without the use of a scantool or any other expensive devices. Right 
now, its just a concept since I haven't actually tried it, but I was hoping 
to get some input from listers if you think it will work. Keep in mind that 
it is conceptual and may need tweaking in some ways like being more creative 
with the initial tuning chip in the upper MAP regions. Also, it is based on 
my understanding of how all this stuff works so it all may just be hogwash. I 
created the website so as not to take up the so called "bandwidth". The site
