GM TPS to Ford throttle body

Probably not likely.

You are judging the start at the wrong place. When the VN TPS is fitted to the
throttle body it is turned about 20-30 deg against the spring tension and then
the mounting screws are fitted. This accounts for the your 20-30 degs left over.

    I would agree with the others and say that the best way is to assemble it
and test its voltages. VN TPS closed is .8 volt from memory.
