2732A EPROM problem

I get the same problem with 27c32. I am using a
rommaster 2.  I have had good luck with the 2732a
though.  I usally try each manufactor with the
programmer . Till one works. I dont have many for the
2732a chips .I think only 4-5 manufactors with my
programer for that style chip. I know the 27c32 is a
25v and the 2732a is 21v.
