2732A EPROM problem

I just bought twenty 2732A EPROMs from Astro Marketing as suggested in the 
FAQ section. So far I've tried 5 of them with a Pocket Programmer on the 
2732A 21V setting and they only program the first 4 or 5 addresses and then 
get hung up saying programming error. The EPROMs all have (first line) "TMS" 
with the Texas Instruments symbol. (second line) 2732A-20JL, (third line) 
LHE8714.

Anyone know what the problem could be? The lady at Astro said she sells many 
of these EPROMs to EFI enthusiasts.
