In reality, it's neither.  The transfer function is somewhere between 
linear/squaredas we have observed.  Perhaps "proportional" would have 
been better.  The main point is this is quite different from exhaust 
driven with wastegates.

Not sure how you arrived at that. All things being equal, if you are 
moving air, you are doing more work than just cavitating.  Some have used 
the bypass to attempt to correct for "driveability" issues related to 
turbulence.  But, that's a different deal.

The only thing pos. displacement blowers need is a safety blow-off in 
case of manifold backfire.
